To Lam Advocates Strong Reforms for Vietnam's Trade Unions

In a keynote address during the 14th Congress of the Vietnam Trade Union on June 4, 2026, General Secretary and President To Lam presented an extensive strategy aimed at fortifying the nation's trade union framework and enhancing the quality of life for millions of workers in Vietnam.

Addressing a mix of trade union leaders, government officials, and delegates from various regions, To Lam remarked that Vietnam is poised for a new developmental phase that demands a skilled and innovative workforce. He underscored the pivotal role of workers in the country’s industrial and modernization initiatives, stressing that sustainable economic advancement hinges on safeguarding workers’ rights and elevating their living conditions.

To Lam commended the accomplishments of trade unions in the previous term, drawing attention to their roles in policy creation, worker welfare initiatives, job support, legal aid, and special events like Tet Reunion and Workers’ Month. He acknowledged that these contributions have fortified the connection between unions and workers on the ground.

However, To Lam also recognized various obstacles confronting the trade union movement. He observed that some unions remain excessively focused on bureaucratic processes, failing to address the most critical concerns of workers. Additionally, he highlighted challenges faced by migrant and informal workers, especially in industrial zones, relating to housing, healthcare, education, income, and social security.

In his address, To Lam outlined six key priorities for the upcoming term: developing a modern, skilled workforce; centering workers in all union actions; enhancing grassroots union capacity; fostering harmonious labor relations; expediting digital transformation within union frameworks; and amplifying the unions’ influence in social and political spheres.

A substantial section of his speech concentrated on equipping workers to tackle the challenges presented by technological advancements. To Lam highlighted the necessity for continuous education, training in digital skills, and workforce flexibility as AI, automation, and digital evolution continue to alter job landscapes and employment frameworks.

He called for establishing an advanced digital trade union structure that can offer legal aid, gather worker feedback, monitor labor conditions, and deliver services with greater efficiency. According to To Lam, future unions must evolve into entities that are more transparent, professional, data-centric, and responsive to the needs of workers.

Closing his address, To Lam expressed optimism that the Vietnam Trade Union is set to transition into a more robust and effective development stage. He urged all sectors of government, business, and society to collaborate in enhancing worker welfare, ensuring labor rights, and creating a modern workforce suitable for supporting the long-term aspirations of Vietnam.
