Oman and Egypt Unveil $265 Million AI & Advanced Technologies Zone in Muscat

In a significant move to bolster technological innovation and economic diversification, Oman and Egypt have announced the establishment of the Sultanate's first Artificial Intelligence (AI) and Advanced Technologies Zone in Muscat. The project, backed by a substantial investment of $265 million, is set to become a regional hub for AI, advanced technologies, and innovation-driven enterprises.

Strategic Collaboration Between Afouq Developments and Prime Group

The initiative is the result of a strategic partnership between Oman's Afouq Developments and Egypt's Prime Group, in collaboration with Oman's Ministry of Transport, Communications, and Information Technology (MTCIT). This alliance aims to create a conducive environment for local and international technology startups, fostering innovation and supporting Oman Vision 2040's economic diversification goals.

Launch During COMEX 2025 Exhibition

The announcement was made during the COMEX 2025 International Exhibition in Muscat, a premier event showcasing digital transformation and emerging technologies. The exhibition attracted over 140 startups, 200 government and private entities, and global delegations, underscoring the growing interest in Oman's digital economy.

Vision Aligned with Oman Vision 2040

The AI and Advanced Technologies Zone aligns with Oman Vision 2040, the nation's strategic roadmap for economic diversification and digital transformation. The project is designed to attract global startups, foster innovation, and support the development of a knowledge-based economy.

Plans for Digital Triangle and Green AI Alliance

In addition to the AI zone, the MTCIT announced plans for the Digital Triangle Project and a Green AI Alliance. These initiatives aim to unite local and international partners to advance sustainable digital development, further enhancing Oman's position as a regional leader in technology and innovation.

Collaboration with International Data Center Authority

Oman has also signed an agreement with the International Data Center Authority (IDCA) to establish the Oman Digital Triangle. This project will create AI-focused data hubs and super-clusters with gigawatt-scale data center capacity, facilitating the growth of the digital economy and attracting international investments.

Additional Agreements at COMEX 2025

During the COMEX 2025 exhibition, additional agreements worth OMR 42 million (approximately $109 million) were signed, highlighting investor confidence in Oman's growing digital economy. These agreements span various sectors, including technology, infrastructure, and innovation, reinforcing the nation's commitment to becoming a regional technology hub.

National AI Strategy and Economic Goals

The establishment of the AI and Advanced Technologies Zone is part of Oman's National AI Strategy (2024–2026), launched to accelerate the country's digital transformation. The strategy includes initiatives such as a national AI research and development center, the development of an Omani language generative AI model, and efforts to increase the digital economy's contribution to the national GDP from 2% in 2021 to 10% by 2040.

Implications for Oman and Egypt's Bilateral Relations

This project marks a significant milestone in the bilateral relations between Oman and Egypt, reflecting their shared commitment to technological advancement and economic cooperation. The collaboration not only strengthens ties between the two nations but also positions them as leaders in the Middle East's digital transformation efforts.

Future Prospects and Regional Impact

The AI and Advanced Technologies Zone is expected to attract international investments, foster innovation, and create job opportunities, contributing to the economic development of Oman and the broader Middle East region. The project's success could serve as a model for other nations seeking to enhance their technological capabilities and economic diversification strategies.
