Kyrgyz Republic Evaluates Junda Refinery Upgrades

The Kyrgyz Republic's government is actively working on enhancing the industrial and energy sectors by modernizing the Junda oil refinery in Kara-Balta, Chui Region. On May 7, 2026, Deputy Chairman of the Cabinet of Ministers and Minister of Water Resources, Agriculture and Processing Industry, Erlist Akunbekov, visited the refinery to assess the progress of ongoing updates and discuss future developmental strategies associated with the facility.

During his visit, Deputy Chairman Akunbekov convened a meeting with plant officials, employees, and representatives from various governmental bodies involved with the modernization initiative. The agenda centered on the refinery's current operational status, the modernization efforts, and its significance in supporting Kyrgyzstan’s domestic fuel supply and fostering industrial advancement.

Officials detailed that the refinery is anticipated to become essential for fulfilling local fuel and lubricant needs upon the completion of modernization efforts. The government is optimistic that enhancing local refining capabilities will reduce reliance on foreign petroleum, thereby bolstering energy security and industrial independence for Kyrgyzstan.

Government representatives presented comprehensive updates regarding the modernization's progress, focusing on facility readiness, equipment upgrades, infrastructure enhancements, and technological advancements taking place at the refinery. Project affiliates reported that the upgrades are on track and are expected to wrap up by the end of this year.

Furthermore, discussions prominently featured plans for a new investment initiative involving the establishment of an industrial park within the refinery's confines. Government officials pointed out that this industrial park is expected to draw in additional investments, promote manufacturing activities, and generate new business opportunities in the region.

Deputy Chairman Akunbekov indicated the project's strategic significance for Kyrgyzstan’s economic and industrial progress. He pointed out that the modernization of the refinery and the industrial park’s development could greatly enhance oil refining capabilities, bolster domestic production, and create meaningful jobs for residents in the Chui Region and its vicinities.

Participants highlighted the critical need for collaboration between government entities and private investors to ensure the project’s success. The Junda China Petroleum Company, which operates the refinery, is closely partnering with Kyrgyz authorities to improve industrial infrastructure and align the facility with operational and environmental standards necessary for sustainable production.

Concluding the meeting, Deputy Chairman Akunbekov reviewed the reports from both government agencies and refinery management before delegating essential follow-up tasks to involved departments. Authorities underscored the necessity of adhering to project timelines while ensuring seamless continuation of the modernization efforts. Confidence was expressed that the refinery's upgrades would yield enduring benefits for the nation’s industrial economy.

The modernization of the Junda refinery is viewed as a pivotal industrial project within Kyrgyzstan’s broader economic development framework.
