Iraq Signs Joint Operation Agreement with France's TotalEnergies and QatarEnergy LNG

Iraq is taking a major step forward in improving its energy sector with a new agreement signed with some of the world’s biggest energy players. The joint operation agreement between Iraq’s oil ministry, France’s TotalEnergies, QatarEnergy LNG, and Iraq’s Basra Oil Company marks a significant milestone in the country’s efforts to enhance oil, gas, and electricity production. This collaboration, part of the Gas Growth Integrated Project (GGIP), aims to not only boost Iraq’s energy capacity but also to modernize its infrastructure and reduce its reliance on imports.

Why This Agreement Matters

For years, Iraq has struggled with energy shortages, unreliable electricity supply, and a dependence on imports to meet its growing energy demands. The new partnership brings together expertise, technology, and investment from France, Qatar, China, Turkey, and South Korea, alongside Iraq’s own resources. These combined efforts are expected to turn Iraq’s energy landscape into one that is more self-sufficient, efficient, and environmentally friendly.

The Gas Growth Integrated Project is designed to tackle these issues head-on. By recovering flared gas from oilfields, the project will not only prevent wastage but also supply gas to power plants, thereby strengthening the national grid. Moreover, renewable energy initiatives are part of this project, signaling Iraq’s commitment to sustainable growth.

The Artawi Oilfield Development

At the heart of this partnership is the Artawi oilfield, one of Iraq’s key oil-producing areas. The joint operation agreement will focus on optimizing the field’s output by using advanced technologies and management practices. The second phase of the Artawi development project has officially started, with construction expected to bring significant improvements in oil extraction efficiency and processing.

QatarEnergy’s CEO and state minister for energy, Saad al-Kaabi, along with Iraq’s Prime Minister Mohammed Shia al-Sudani and TotalEnergies’ CEO Patrick Pouyanne, were present at the announcement of this phase. Their meeting underscored the strategic importance of this collaboration.

The Artawi oilfield development is not only about enhancing oil production but also about utilizing natural gas that would otherwise be wasted. By integrating gas recovery methods, the project ensures that energy resources are used optimally, contributing to Iraq’s energy security.

The Common Seawater Supply Project (CSSP)

Another vital part of this agreement is the Common Seawater Supply Project (CSSP), which will process and transport 5 million barrels of seawater per day to southern Iraq’s main oilfields. This is a game-changer for Iraq’s oil extraction process, as seawater is essential for maintaining reservoir pressure and improving oil recovery rates.

With this infrastructure in place, Iraq’s oil industry will not only enhance its production but also become more environmentally conscious by reducing freshwater usage. The project is expected to support Iraq’s long-term energy goals while minimizing the ecological footprint.

Expanding Energy Infrastructure Across Iraq

Beyond the Artawi oilfield and the CSSP, Iraq’s partnership with global energy giants includes several other infrastructure projects:

  • Central Oil and Gas Processing Facility
TotalEnergies, in partnership with Turkey’s ENKA construction company, is establishing a central oil and gas processing plant with a daily capacity of 210,000 barrels of oil and 163 million standard cubic feet of gas. This facility will play a crucial role in refining Iraq’s oil and gas resources, allowing for better distribution and processing.

  • Gas Processing Plant
TotalEnergies and China’s Petroleum Engineering & Construction Corp are working together to build a gas processing plant in southern Iraq. The facility will have a capacity of 600 million standard cubic feet per day, enabling Iraq to harness more of its natural gas reserves for both domestic use and export.

  • Seawater Treatment Plant
In another major initiative, TotalEnergies and South Korea’s Hyundai Engineering and Construction are set to build a seawater treatment facility with a design capacity of 7.5 million barrels per day. This project will further boost oil production while ensuring that Iraq’s energy extraction methods are sustainable.

How This Partnership Supports Iraq’s Economy

These projects are expected to generate significant economic benefits for Iraq. By expanding energy production, Iraq can reduce its energy import bill, create thousands of job opportunities, and attract further foreign investments. The infrastructure improvements are also expected to modernize Iraq’s power grid, making it more reliable and efficient.

Furthermore, by integrating renewable energy projects into the Gas Growth Integrated Project, Iraq is taking steps toward diversifying its energy mix and promoting long-term sustainability.

Challenges Ahead

While this partnership holds great promise, it also faces several challenges. Security concerns in Iraq, fluctuating oil prices, and geopolitical tensions in the region may affect the smooth execution of these projects. However, the collaboration between global and local companies shows that there is a shared commitment to overcoming these hurdles.

Moreover, environmental concerns, particularly those related to flaring gas and freshwater usage, will need to be addressed through rigorous monitoring and regulation.

A Step Toward Regional Cooperation

This partnership also signifies greater regional cooperation. With investments from France, Qatar, China, Turkey, and South Korea, Iraq is positioning itself as a key player in global energy markets. It also reflects a growing trend where nations work together to resolve energy crises, reduce wastage, and build infrastructure that benefits the entire region.

Iraq’s Vision for the Future

Prime Minister Mohammed Shia al-Sudani has welcomed foreign investments, stating that such partnerships are crucial for Iraq’s development. With access to global expertise and financing, Iraq can address its longstanding energy challenges while building a more resilient and sustainable infrastructure.

The involvement of QatarEnergy LNG and TotalEnergies signals Iraq’s openness to new technologies and methods that can enhance productivity while protecting the environment. These partnerships are expected to pave the way for a brighter future, where energy is not a constraint but a driver of progress.

Conclusion

The signing of the joint operation agreement between Iraq’s oil ministry, TotalEnergies, QatarEnergy LNG, and Basra Oil Company marks a turning point in Iraq’s energy sector. With ambitious projects like the Artawi oilfield development, Common Seawater Supply Project, and other processing facilities, Iraq is laying the foundation for a self-sufficient and sustainable energy future.

The combined expertise, investment, and innovation from global players offer Iraq a chance to overcome its energy crisis, reduce its dependence on imports, and create new opportunities for growth. As the projects roll out, they are expected to reshape Iraq’s energy landscape and set an example for regional cooperation and development.

This partnership is not just about oil and gas—it’s about securing Iraq’s future, ensuring energy for its people, and building bridges between nations to create a prosperous and stable Middle East.
