Dubai’s Roads and Transport Authority (RTA) has broadened its e-scooter permit application service to include all major digital platforms, significantly enhancing access for both residents and tourists.
This service, which was previously limited to the RTA website, is now seamlessly integrated into both the RTA Dubai application and the Dubai Now application. This change eliminates the necessity for customers to visit physical service centres, aligning with the city’s ambition to become one of the world’s leading smart cities by fostering digital advancements and service accessibility.
Streamlined Application Process
The process to secure an e-scooter riding permit is designed to be user-friendly. Applicants will have to complete a theoretical test online that covers key aspects of e-scooter traffic rules, safety regulations, and best practices for safe riding. Upon successful completion of the test, the permit is electronically issued via the RTA’s smart channels.
This permit allows riders to operate e-scooters in designated areas and streets sanctioned by RTA, ensuring the orderly and safe utilization of this innovative mode of transportation throughout the city.
Improving Safety and Traffic Awareness
The e-scooter permit initiative forms part of a broader strategy designed to enhance traffic awareness, regulate e-scooter use, and safeguard all road users. RTA has assured that the service will still be available through its official website, providing users with multiple convenient options.
RTA urges all e-scooter riders who don’t meet exemption criteria to acquire the requisite permit prior to riding and adhere strictly to traffic regulations and safety guidelines to ensure public safety.

Visit the RTA website or launch the RTA Dubai or Dubai Now application.
Login or create a user account.
Select “E-Scooter Riding Permit.”
Review relevant training materials on traffic safety and usage guidelines.
Pass the online test successfully.
Receive your digital permit via email and SMS.
Key Terms and Conditions
Minimum Age: 17 years and older
Exemptions: Holders of valid UAE or international driving licenses
Permitted Areas: Approved locations and designated tracks, including Downtown Dubai, Jumeirah, and Palm Jumeirah
Restricted Areas: Saih Al Salam, Al Qudra, and Al Meydan
Fines: Penalties are imposed for riding without a permit, using e-scooters in unapproved locations, or riding without a helmet
