The 48th ASEAN Summit commenced on May 8, 2026, at the Mactan Expo in Cebu, Philippines. The event gathered leaders from ASEAN member states to extend their discussions on regional cooperation, economic stability, energy security, and sustainable food practices. Thailand’s Prime Minister Anutin Charnvirakul, who attended the opening ceremony with his wife, participated in a significant plenary session at Hall 1 of the expo, joining his counterparts.
Addressing fellow ASEAN leaders, Prime Minister Anutin underscored the necessity of unity and cooperation amidst an unpredictable global landscape. He congratulated the Philippines on its leadership as the chair country and extended his congratulations to Vietnam’s newly appointed Prime Minister Le Minh Hung. He expressed gratitude towards ASEAN nations for their ongoing support since his return as Prime Minister of Thailand.
Acknowledging ASEAN's resilience in overcoming past challenges, the Prime Minister emphasized the importance of solidarity during these trying times, particularly with ongoing conflicts in the Middle East and rising economic pressures. He noted that ASEAN must stay united, adaptable, and ready to tackle future global challenges.
Focusing on the summit’s theme, “Navigating Our Future, Together,” Prime Minister Anutin conveyed the critical need for enhanced cooperation among ASEAN nations to tackle global uncertainties. He asserted that collective action is vital to achieving peace, economic prosperity, and regional stability.
Energy security emerged as a primary concern during the discussions. The Prime Minister pointed out how disruptions in maritime shipping routes and instability in global supply chains are impacting regional energy prices. He urged ASEAN countries to bolster maritime security and maintain freedom of navigation in essential shipping lanes. Additionally, he advocated for the swift rollout of regional initiatives like the ASEAN Power Grid and increased investment in renewable energy sources such as solar and biofuels.
Food security was another critical topic addressed. Prime Minister Anutin mentioned how escalating fuel and fertilizer prices are straining agricultural production and driving up food prices across ASEAN member states. He proposed expanding successful cooperative models, like the Thailand-Singapore rice trade agreement, to ensure food availability during emergencies and crises. Thailand reaffirms its role as a leading food producer ready to support its neighbors.
The Prime Minister also discussed the urgency of safeguarding ASEAN citizens amid international conflicts. Citing recent tensions in the Middle East, he highlighted Thailand’s successful coordinated evacuation of thousands of its citizens, which underscored the significance of regional collaboration during crises.
ASEAN leaders collectively recognized that modern global challenges are interconnected and require a unified approach. Issues related to energy security, food availability, climate change, and personal safety necessitate a consolidated strategy. Leaders stressed the need for robust regional systems prepared to respond swiftly to emergencies, natural disasters, and geopolitical tensions affecting Southeast Asia.
Wrapping up the plenary session, ASEAN leaders ratified the Cebu Protocol to amend the ASEAN Charter, paving the way for Timor-Leste’s future membership in ASEAN. The summit also saw the endorsement of various declarations concerning maritime collaboration, regional resilience amid Middle Eastern tensions, cooperative disaster response under the ASPECT Framework, and empowering youth for climate action and resilience efforts. The discussions reinforced ASEAN’s commitment to remain robust, united, and forward-thinking in an increasingly uncertain global environment.
