UAE Cabinet Reflects on Two Decades of Progress and Future Aspirations

His Highness Sheikh Mohammed bin Rashid Al Maktoum led a significant UAE Cabinet meeting at Qasr Al Watan in Abu Dhabi, commemorating two decades of federal evolution in the UAE. This session reflected on the extensive governmental efforts that have reshaped service delivery and global competitiveness.

The meeting, attended by prominent UAE leaders, underscored the significance of this review. Over the past 20 years, the UAE federal government has enacted over 16,000 decisions, mobilized numerous teams, and overseen a budget surpassing AED 1.1 trillion. This period emphasized rapid decision-making, streamlined services, contemporary laws, and a robust digital and investment infrastructure.

Since becoming Prime Minister in 2006, Sheikh Mohammed bin Rashid has spearheaded a transition toward a performance-based government. Initial actions included the launch of the first comprehensive federal strategy in 2007 and the establishment of the Government Performance System in 2008, which centered planning and evaluation at the core of public service. Six strategic cycles have been rolled out aligned with national budgets and objectives.

Major national strategies were introduced, including UAE Vision 2021, aiming for global excellence, further refined through the National Agenda, Centennial 2071, and the “Preparing for the Next 50 Years” initiative. The recent “We Are the UAE 2031” plan defines the nation's trajectory for the next decade, focusing on social progress, economic development, investment opportunities, and enhanced quality of life.

Artificial intelligence has become central to governance, with the UAE appointing the world’s inaugural Minister of AI in 2017 and launching a comprehensive national AI strategy. Additionally, the country pioneered the establishment of the Regulatory Intelligence Office in 2025, utilizing AI to modernize and continuously enhance legislation. Presently, the unified UAE legislation platform features over 2,500 laws and garners around one million visits every month.

Government expenditures have consistently increased, with education receiving the highest allocation, followed by health and social development, and housing for citizens. The federal budget has expanded by 167 percent over two decades, bolstering long-term human growth alongside infrastructure advancements.

Economic indicators showcased the magnitude of transformation. The real GDP has almost doubled, non-oil foreign trade has surged, and non-oil exports have experienced unprecedented growth. The job market has also transformed, marked by a notable increase in skilled positions and women's participation.

The Cabinet discussed advancements in tourism, circular economy initiatives, healthcare support for People of Determination, cultural heritage recognition by UNESCO, and devised new frameworks to counter financial crimes. Several international agreements were also ratified, strengthening the UAE's global relationships.

In summary, the meeting highlighted how strategic planning, adaptability, and long-term vision have established the UAE as a global exemplar of modern governance while crafting clear pathways for future decades.
