Dubai Digital Economy Propels 1,690 Startups in 2025

The Dubai Chamber of Digital Economy, part of Dubai Chambers, proudly reported a significant accomplishment in 2025, having facilitated the formation and growth of 1,690 digital startups, marking a remarkable 39.7% increase from the previous year. This achievement reinforces the chamber's vital significance in establishing Dubai as a premier global center for digital innovation and entrepreneurship.

A notable portion of these startups are engaged in fast-expanding technological sectors, with around 15% being artificial intelligence (AI) companies and 12% focusing on fintech. Moreover, businesses in mobility tech, software-as-a-service (SaaS), and e-commerce made up 20% of the total. Significantly, 75% of the assisted startups were global firms, emphasizing Dubai’s rising stature as a favored international destination for digital enterprises.

Dubai Founders HQ Enhances Startup Framework

In October 2024, the initiation of Dubai Founders HQ aimed to consolidate and enhance the emirate's startup and SME ecosystem. This project merges a physical incubation hub with a detailed digital framework, cultivating a cooperative space for founders, investors, corporate entities, and ecosystem facilitators. The initiative is set to propel innovation and global growth for startups within Dubai.

Visionary Leadership for the Digital Landscape

The Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications and Chairman of the Dubai Chamber of Digital Economy, stated that the leadership remains dedicated to establishing a cohesive digital economy, bolstered by advanced infrastructure and swiftly adaptive regulatory frameworks. The chamber is committed to enabling digital companies to expand globally from Dubai by providing essential resources and market access.

All-Encompassing Support via 'Business in Dubai' Platform

Through its 'Business in Dubai' platform, the chamber delivers comprehensive corporate services and business matchmaking, forging partnerships with reliable service providers. In 2025, 48% of the supported startups leveraged assistance for setup processes and attended accelerators or incubators, while 31% obtained business support services, including market entry strategies and operational aid.

Create Apps Championship Promotes Smart Solutions

The Create Apps Championship, launched as part of the Create Apps in Dubai initiative, has successfully engaged innovators from around the globe. The initial two editions attracted over 5,800 entries, resulting in the creation of more than 55 smart applications.
The third edition introduced a Participant Support Programme to aid promising teams, aiming to roll out 50 further fully developed applications, offering funding exceeding AED 2.5 million, along with training, mentorship, and accelerator support.

Expand North Star 2025 Sets New Global Standards

The 10th iteration of Expand North Star 2025, organized by the Dubai Chamber of Digital Economy, achieved a historic milestone by welcoming over 2,000 startups and 1,200 investors with assets surpassing US$1.1 trillion, alongside founders of 40 unicorn firms valued at around US$900 billion. This event accentuates Dubai's pivotal role in global digital entrepreneurship and tech investments.

Extensive Outreach and Leadership Initiatives

In 2025, the chamber hosted 36 strategic ecosystem gatherings and 17 international roadshows across significant global markets, including Australia, Canada, France, Germany, Singapore, the UK, the US, South Korea, and Vietnam. These events involved over 2,500 digital startups and ecosystem partners, highlighting Dubai’s thriving digital economic landscape.

Additionally, the chamber released eight strategic reports, such as The Entrepreneur’s AI Playbook, aimed at assisting founders in effectively utilizing AI tools for business scalability, and a report showcasing foreign direct investment potential in the tech sector.
