Dubai Champions Sign Language for Enhanced Inclusivity

In a significant move for inclusivity, Dubai has unveiled the “Dubai Communicates in Sign Language” pledge, initiated by the Community Development Authority (CDA) and overseen by the Higher Committee for the Protection of the Rights of People of Determination.

Launched during Arab Deaf Week, this groundbreaking initiative is the first of its kind in the UAE, designed to uphold equal communication rights for the deaf and hard-of-hearing communities, facilitating better access to services across multiple domains.

The pledge aligns with Dubai’s overarching objectives outlined in both the Dubai Social Agenda 33 and the Strategy for People of Determination, aimed at fostering an inclusive society where information and services are accessible to all.

A pivotal aspect of this commitment is the acknowledgment of Emirati Sign Language as a distinct language that carries cultural significance. It underscores the importance of non-discriminatory communication, upholding human dignity, and guaranteeing accountability from institutions in the provision of inclusive services.

According to Hessa bint Essa Buhumaid, Director General of the CDA, this pledge marks a vital advancement toward establishing Dubai as a leader in accessibility and inclusion. She emphasized that this initiative will enhance service delivery and enrich the quality of life for individuals with hearing challenges.

The pledge outlines several commitments across various sectors:

  • Government Services: Authorities will ensure sign language support, accessible communication methods, trained personnel, and inclusive digital platforms.
  • Healthcare: Hospitals will provide sign language interpretation for diagnosis, treatment, and emergencies, ensuring clarity in medical consultations.
  • Education: Schools will facilitate sign language learning, create inclusive environments, and develop dedicated programs for interpreters.
  • Security and Transport: Police and transport agencies will guarantee accessible communication, complete with visual aids and trained staff.
  • Employment: Workplaces will foster equal opportunities, provide necessary training, and support professional development without any discrimination.

At the heart of this initiative is the establishment of a centralized registry for certified sign language interpreters and the involvement of People of Determination in service design.

Various government bodies, including Dubai Health Authority, Dubai Police, and Roads and Transport Authority (RTA), are collaborating on this initiative. Their combined efforts are aimed at forming a robust and sustainable framework for inclusivity.

Ultimately, the “Dubai Communicates in Sign Language” pledge embodies Dubai’s dedication to cultivating a society that provides equal opportunities, improved access to services, and full participation in community life for all.
