Announced at the 2025 Asia‑Pacific Cities Summit and Mayors’ Forum, Dubai introduced Circle Dubai — a major sustainability programme targeting complete diversion of waste from landfills by 2041. The move is presented as a strategic milestone in the emirate’s broader effort to become a leading global example of urban environmental stewardship.
Framed by the slogan “Reduce...Reuse...Recycle...Together we make a difference,” Circle Dubai complements the Dubai Integrated Waste Management Strategy 2041. The plan emphasises innovation, digital learning and citizen involvement, and sets an ambitious recycling aim that would see more than half of municipal waste recovered rather than landfilled.
The initiative lays out a multi‑decade roadmap extending beyond 2041, reforming how waste is produced, separated and processed. Core priorities include cutting waste generation at source, achieving full source segregation and upgrading collection and transport systems. Advanced recycling techniques and waste‑to‑energy conversion are expected to reduce landfill reliance and enhance material and energy recovery.
Circle Dubai targets nine principal sectors — from residential and commercial to industrial, tourism and education — to ensure systemwide uptake. The programme is supported by 17 strategic projects and tracked using 26 performance indicators developed in cooperation with private sector partners, academic institutions and tourism stakeholders.
A central element is a new digital education platform offering sector‑specific, interactive content to improve public understanding of waste reduction and sustainable practices. The platform is designed to support measurable changes in behaviour across communities and businesses.
Complementary to digital outreach, the Dubai Sustainability Ambassadors scheme will train and mobilise residents to run local engagement initiatives, promote zero‑waste behaviours and build grassroots momentum within neighbourhoods.
Beyond the technical targets, Dubai frames Circle Dubai as an effort to mainstream sustainability culture. By combining technological solutions, regulatory measures and community action, the Municipality aims to both eliminate landfill disposal and reinforce the city’s position as a model for sustainable urban living.
