Elections Canada has reported that the spring federal election in Nunavik was severely hindered due to insufficient planning and oversight, resulting in the premature closure of several polling stations.
Following the election held on April 28, the agency recognized that a substantial number of residents were unable to vote owing to a lack of staff necessary to maintain polling hours.
A Thursday-released report indicated that the returning officer failed to devise an adequate operational plan and did not engage effectively with the local populace. Despite its shortcomings, Elections Canada headquarters approved the plan.
The report highlights that outreach efforts were not fulfilled, diminishing local participation and complicating the delivery of voting services. Insufficient consultations with community leaders led to difficulties in recruiting poll officials.
The investigation uncovered multiple gaps in electoral preparations, and management was not kept apprised of escalating issues.
Consequently, many residents in Nunavik faced limited or nonexistent access to voting facilities. In six communities, there was no advance voting, and seven others offered partial services. On election day, two communities had no services available, while seven had partial access, and only five provided complete services.
Elections Canada indicated that these complications in Nunavik are reflective of broader challenges, emphasizing the agency's commitment to mitigating obstacles for Indigenous voters. Approximately 90% of Nunavik's residents are Inuit, with the Inuktitut language predominating among them.
When visiting Kuujjuaq in September, Chief Electoral Officer Stéphane Perrault apologized to the Kativik Regional Government for the difficulties encountered by voters.
During visits to four northern villages, local leaders expressed their frustrations and confusion due to the lack of clear voting services.
The report advocates for enhanced community engagement, increased accountability for returning officers, and a defined protocol for addressing issues promptly. It also recommends the formation of specialized teams to better navigate the northern and Indigenous contexts for improved election planning.
Elections Canada plans to adopt these recommendations by next spring.
